A digital-service project should define the information it handles and the people authorised to work with it. This provides the foundation for access, integration and operational discussions.

Identity and permissions

Identify each user group and its tasks. Applicants, reviewers, finance staff and administrators need different levels of access. Document how accounts are created, how responsibilities change and how access is removed.

Information and interfaces

Agree which records each system provides, how information moves between them and which organisation owns the source record. Integration design should address the expected responses, exceptions and handling of sensitive data.

Operations after launch

Discuss hosting, backup and recovery, monitoring, retention, incident response and support responsibilities as part of the implementation. Any required assurance evidence or assessment belongs in the procurement and service agreement.
